There are/were two of these shops with the same name along Montreal Road in Cornwall. A Tabagie literally is a smoke shop in Canadian French (and a room for smoking in European French) but they usually sold magazines and books as well as other things - this place is a convenience store. 'Ti' is a particle that is short for 'petit', 'little', that is used in front of some people's names to make a nickname, here "Little Gilles".
